be those requirements in affect at time of application for Public Works Permits. <br />(SEPA Earth and Water Policies) <br />4. Treatment of stormwater runoff from paved areas must occur, per City <br />standards, prior to discharge of the stormwater from the site or to a stream or <br />wetland. Stormwater treatment is currently required when 10,000 square feet of <br />pavement is created by a project and three (3) options for stormwater treatment <br />are presented in the current City Standards. The least preferred option is <br />allowed only if the first two options are infeasible in the opinion of the Public <br />Works Department. The options for stormwater treatment are, in order of <br />preference: (SEPA Earth and water Policies) <br />a) an infiltration basin designed and constructed according to City standards, <br />if suitable soils exist on the site; <br />b) a wetpond designed and constructed to City standards; <br />d) a baffle -type oil/water separator followed by a vegetated swale, both <br />designed and constructed according to City standards. <br />5. Roof top runoff should be discharged to roof downspout infiltration systems, <br />designed and constructed in accordance with City Standards, if suitable soil <br />conditions exist on the site. (SEPA Earth and Water Policies) <br />6. The presence of wetlands on or adjacent to this site indicate that the soils are <br />not suitable for an infiltration basin; therefore, a wetpond will be required. The <br />preliminary plan indicates that a biofiltration swale will be provided to treat <br />stormwater runoff from paved areas, which is not in accordance with City <br />Standards. The area provided for the swale may or may not be large enough to <br />construct a wetpond which meets City Standards. (SEPA Earth and Water <br />Policies) <br />?. This site may contain portions of more than one drainage basin. The amount of <br />area in each basin after development should not be greater than the area in <br />each basin before development. (SEPA Earth and Water Policies) <br />The lead agency for this proposal has determined that it does not have a probable <br />significant adverse impact on the environment. An Environmental Impact Statement is <br />not required under RCW 43.21C.030(2)(c). This determination assumes compliance <br />with State law and City ordinances related to general environmental protection including <br />but not limited to right-of-way improvement requirements, drainage, etc. This decision <br />was made after review of a completed environmental checklist and other information on <br />file with the lead agency.
