Conclusion: The site plan combined with the proposed Declaration of Easement <br />and Building Restriction Covenant, provide compliance with a common access <br />location. <br />(vi) Provisions for all appropriate deeds dedications and or easements: <br />Finding: The applicant will be required to provide a Declaration of Easement <br />and Building Restriction Covenant that is approved by the City. <br />Conclusion: Appropriate provisions must be made for appropriate deeds, <br />dedications, and easements with the recording of the Agreement. <br />Finding: This project will provided street and utilities improvements per City <br />Standards. <br />Conclusion: With the improvements required, adequate streets and utilities <br />have been provided. <br />5. Environmental Issues - Examination of the project through the SEPA process <br />and a determination of whether the proposed Binding Site Plan complies with <br />SEPA requirements: <br />Finding: A DNS (#72-96) is being issued for this proposal concurrently with the <br />Preliminary Approval. <br />Conclusion: All State Environmental Policy Act requirements have been met. <br />NOW, THEREFORE, the City of Everett hereby GRANTS PRELIMINARY_ <br />APPROVAL for Binding Site Plan #10-96 with the following conditions: <br />A note must be placed on the Binding Site Plan stating: "The site has been <br />developed per the Site Plan on record with the City of Everett Planning and <br />Community Development Department (File - SEPA #72-96). <br />The applicant must provide for agreements for use and maintenance of common <br />access points, common parking, general circulation (drive aisles), utilities, <br />landscaping, fencing, required fire lanes, and access for all lots. These may take <br />the form of Declaration of Covenants, Easements, and Restrictions, to be <br />recorded with or on the Final Binding Site Plan Map. A note must be placed on <br />the final Binding Site Plan Map stating, "Declaration of Covenants , Easements, <br />and Restrictions are recorded under Auditor's File # " <br />3.
