36. Everett Transit provides service along 19th Avenue in the vicinity of the subject <br />property. There is an existing bus stop and shelter along the subject property's <br />frontage on 19th Avenue SE. Everett Transit needs to adjust the location and <br />orientation of this shelter. The developer should contact George Baxter, Transit <br />Operations Manager, at 259-8935 prior to preparation of detailed design <br />drawings so that potential conflicts between the improvements for this project <br />and the new shelter location can be avoided. <br />AGENCIES WITH JURISDICTION: <br />1. An application and plan review for approval of your Mini Mart is required by the <br />Snohomish Health District. Your contact person is Robert A Hoppa, R.S. at <br />(206) 339-5250. <br />MITIGATION OF ADVERSE IMPACTS BY SEPA: <br />1. Any grading/fill on this site shall be done so as to not impact the surrounding <br />properties. (SEPA Earth, Land and Shoreline Use Policies) <br />2. Prior to final Binding Site Plan Approval or issuance of Public Works Permits and <br />Building Permits, the Applicant must pay the required traffic mitigation fee for the <br />ARCO Mini Mart of $17,700.00 per the Interim Traffic Mitigation Ordinance. <br />(SEPA Transportation Policy) <br />3. On -site detention is required, per City Standards. Stormwater detention or <br />retention, quality protection, and enhancement requirements for this project shall <br />be those requirements in affect at time of application for Public Works Permits. <br />(SEPA Earth and Water Policies) <br />4. Treatment of stormwater runoff from paved areas must occur, per City <br />standards, prior to discharge of the stormwater from the site or to a stream or <br />wetland. Stormwater treatment is currently required when 10,000 square feet of <br />pavement is created by a project and three (3) options for stormwater treatment <br />are presented in the current City Standards. The least preferred option is <br />allowed only if the first two options are infeasible in the opinion of the Public <br />Works Department. The options for stormwater treatment are, in order of <br />preference: (SEPA Earth and water Policies) <br />a) an infiltration basin designed and constructed according to City standards, <br />if suitable coils exist on the site; <br />b) a wetpond designed and constructed to City standards; <br />d) a baffle -type oilfwater separator followed by a vegetated swale, both <br />designed and constructed according to City standards. <br />5. Roof top runoff should be discharged to roof downspout infiltration systems, <br />designed and constructed in accordance with City Standards, if suitable soil <br />conditions exist on the site.
