Type F stream is sparsely vegetated, un-ve�ctated, or is v^�etated with invasive species, the <br />standard buffer is 150 feet While it is likely that this reach af Swamp Creek supports some <br />species of fish, no listed species are known to utilize this reach of Swamp Creek. There are <br />no bald eagle nests in the project vicinity and no anadromous fish based on WDFW PHS <br />maps and Snohomish County fish distribution maps. <br />Profect Deacri�tion <br />The applicant is proposing to construct a garden shed in the noRhwest corner of the <br />property. Thfs area is currently comprised of maint�ined lawn and Qarden beds, and <br />separated from the buffer of Swamp Creek by a six-foot tall, solfd board fence. Pursuant to <br />EMC 37.170(C)(3), if a limited portion of the buffer has been pr�viously legally altered and <br />meets the following crReria. a buffer width reduction may be approved for that portion of the <br />required buffar only: <br />1. The required buKer area has been graded or substantially attered and hss not been <br />substantially revegetated (i.e., the buffer is crovered with g�avel, impervious surface, mowed <br />lawn, or is vegetated with primarily invasive species such as �eed canary grass, Hima/ayan <br />blackberry, purple loosestrife, or other nonna:ive invasive species covering more than <br />seventy•/ive percent of the bulfer area). <br />Both the stream channel and the required buffer in this area have been substantially altered <br />through historic grading. The stream was placed in a straight-banked ditch, and a detention <br />pond was constructed just west of the subject property. In addition, the subject property and <br />the adjacent properties appear to have been leveled prior to wnstruc'.ion. VegetaUon within <br />both the detention pond and the area of the subject lot is dominated by maintained lawn. <br />2. Substantial clearing of the buffer H�as authorired and substantial �evegetation with native <br />species has not occuned. <br />Per conversations with the property owner, occasional maintenance is conducted by the City <br />to remove trees and shrubs and maintain the existing grass. <br />Based on the above, the applicant is proposing to reduce the standard 150doot buffer from <br />swamp creek to the edge of the solid board fence and to construct a garden shed in the <br />northwest corner of the property, on what is currently existing, maintained lawn. <br />Stormwater from this shed will be collected and routed to splash blocks where it will <br />infiltrate to the native soil. This approach wili maintain the existinQ hydrologic regime. <br />Because the shed is proposed to be buiR in a place that is currently maintained lawn that is <br />isolated from the buffer of Swamp Creek by an existing fence, the direct. indirect, and <br />cumulative impacts resultant from this project wili be negligible. <br />
