For purposes of the fence code, the Lilley's front yard <br />faces 19th Street leaving the yard between the Lilley's and you the bsek yard. <br />That being the case, the Lilley's would be entitled to construct a six foot high <br />fence on their rear property line. <br />I am sorry that the result is not different.
