2. There is a lack of adequate heating facilities. The tenant hes reported that they <br />don't use the baseboazd heating because it shorts out all the time. There aze <br />repairs needed to the upstairs fireplace and the chimney needs to be swept and <br />inspected before it can be used. There is a freestanding fireplace in the basement <br />that is illegal and dangerous for use, which has been used as recenUy as February <br />26, i 999. This fireplace uses the same chimney flue as the upstairs fireplace. <br />3. There is dampness in the basement, with approximately one inch of water <br />standing in so.ne areas of the basement perimeter and dampness throughout the <br />rest of the basement noted as recently as February 26, 1999. <br />4. The sewage drainpipes are leaking in the basement. There is reason to believe <br />that the sewer pipes aze connected to those at 2002 Colby Avenue and there may <br />be a break in die line causing an occasional backup and leaking. <br />5. The electric baseboazd heating has not been maintained in good condition and is <br />hazardous. ' <br />6. An exposed section of drainage pipe from the bathtub in the batluoom over the <br />basement revealed what appeazed to be 18 inches of a car exhaust hose in place of <br />approved drainage pipe. <br />7. There is an accumulation of combusdble materials in the fireplace upstairs that <br />renders it a fire, health and/or safety hazard. During inspection it •,vas noted that <br />there was an accumulation of cloUung and other items covering the baseboazd <br />heaters, which have no protective cover over th� elements. There is filth and mud <br />in the basement, with personal clothing and other items lying in the mud. 1'here is <br />an accumulation of disca:ded clothing and other items that are filthy and muddy, <br />and fill the exterior stairwell to the outside basement door. <br />8. The window in the south bedroom has been covered to prevent entry from the <br />exterior, therefore preventing the window from being used for emergency egress <br />or rescue. <br />9. The firebox wall of the firaplace showed signs of deteriorated mortar that had <br />been put in place since a previous inspection. There are holes in the mortar, <br />which aze considered a fire hazard. <br />The following conditions render the building located at 1512 — 20�' Street, Everett, <br />Washington dangerous pursuant to the City of Everett Dangerous Building Abatement <br />Ordinance, Ordinance No. 2333-98, codified as Chapter 16.12 of the Everett Municipal <br />Code: <br />1. The means of exit from the south bedroom and from the basement are not so arxanged <br />as to provide safe and adequate means of exit in case of fire or panic. <br />2. The steps leading to the basement have been replaced and are steep, iaegular in <br />height, open on one side, and have no handrail or guardrail. The walking surface of <br />the stairway will not provide safe az�d adequate mans of exit in case of fire or panic. <br />3. The building has been maintained in violation of laws and ordinances of the City of <br />Everett relating to its condition. <br />VIOLATION CITATION <br />1512 - 20`" STREET <br />03-OS-99 <br />
