Refe, to General Conditions, Part 5.02, and supplemental Conditions, Part 5.02, for costs of "Permits, Fees, and Notices." 0.08 TAXES The bid amount shall not include Washington State sales tax (WSST) on the total submitted bid. All other taxes imposed by law shall be included in the bid amount. The Owner will include WSST in progress payments. The Contractor shall pay the State sales tax to the Department of Revenue and shall furnish proof of payment to the Owner. A. Effective July 25, 1993 all bidders submitting bids in which the sum of the base and all additive alternates exceed one hundred thousand dollars must submit as part of the bid, or no later than within twenty-four hours of the bidder's submittal of the bid proposal, the names of all subcontractors with their categories of work to be performed, if the subcontract amounts exceed ten percent of the bid price. The bidder must name itself for any other categories of work not be subcontracted. All bid proposals will be held unopened twenty-four hours from the time and date advertised for bid proposal submittal, to allow bidders to submit listing of subcontractors. Failure by the bidder to list subcontractors or itself no later than twenty-four hours following the bidder's submittal of the bid proposal shall render the bid non -responsive. B. Bids, including bid modifications and lists of subcontractors performing more than ten percent of any bid exceeding one hundred thousand dollars, shall be submitted in sealed envelopes addressed to the office specified in the solicitation, and shall include: (1) the time specified for receipt; (2) the solicitation number and project description; and (3) the name and address of the bidder.
