C. The only acceptable evidence to establish the time of receipt at the <br />office designated in the solicitation is the time/date stamped or hand <br />printed by the Owner's representative on the bid wrapper or other <br />documentary evidence of receipt maintairgd by the Owner. All listings <br />of subcontractors must be tirr, ./date stamped within twenty-four hours <br />of the time/date specified for submittal of bid proposals. Any bid, <br />modification of a bid, or listing of subcontractors received after the time <br />specified will not be considered. <br />D. All bids will be formally opened twenty-four hours following the date and <br />time specified for submittal of the bid proposal. <br />E. A bid may be withdrawn in person by a bidder as its authorized <br />representative before the time established for formal opening of the bids. <br />After the Bid Opening, bidders may obtain the bid results by telephone from the <br />point of contact identified in the Contract Documents. <br />A. The Owner will evaluate bids in response to the solicitation. <br />B. A bid will be considered responsive if it meets the following <br />requirements: <br />1. is received at the proper time and place; <br />2. is the lowest bid; <br />3. meets MWBE requirements; <br />4. the Contractor is licensed/registered within the State of <br />Washington at the time of bid openings; <br />5. the Contractor can obtain bond and insurance required; and <br />6. bid is accompanied by a bid guarantee. <br />C. The Owner may waive minor irregularities in bids received, reject any <br />non -responsive bid, or all bids if exceeding funds available. <br />D. The Owner may negotiate bid price adjustments with the low responsive <br />bidder, including changes in the contract plans and specifications, to <br />bring the bid within the available funding per RCW 39.04.015. <br />Instructions to Bidders <br />Page 5 -- July 1, 1993 <br />
