The low bidder, for purpose of award, shall be the conforming responsive <br />bidder offering the low aggregate amount for the base bid plus additive <br />or deductive bid items within their stated bid priority, and withL funds <br />for the project. <br />When necessary a CM or a CM firm will be used to assist in the <br />management of projects. The attached "Roles and Responsibilities" will be <br />used as a guide in preparing agreements and/or contracts between parties. <br />The CM will be empowered by the State to manage work under the <br />supervision of the State's project manager (PM) while the design consultant <br />and contractor focus on quality design and construction, respectively. All <br />documentation including recommendations for payment and change orders <br />shall pass through the CM to the State's PM for appropriate action. <br />► : ► <br />Partnering shall be considered for all projects. It is anticipated that at the l <br />start of each project, principals of the firms involved and the Owner will <br />choose the form of partnering to be used on the project. Depending on the <br />views of the parties, the process agreed to may be informal or formal. The <br />intent of partnering is to insure that the project is completed according to <br />the schedule and budget; and that claims be eliminated or reduced to a j <br />minimum. <br />A.
