The duplex is hereby certified as a non-conforming use. INTRODUCTION On June 12, 1998, the City of Everett's Planning Director denied a Non- conforming Use Certification for a duplex at 3605 - 22nd Street SE, Everett, Washingtan. The denial was re-issued on February 3, 2000. On February 15, 2000, an appeal of the denials was filed by the Kathy Sedy, 11511 Marino Aven�e, Everett, Washington (Appellant). A hearing on the appeal was held before the Hearing Examiner of the City of Everett on August 3, 2000.
