' . . . �� . � � ' . � . . � . <br /> ORDINANCB NO. 514-73 � <br /> Gt,d- Ccmz.c;i�CLe�� ��./ Oh r.'�[.n�Z.�i_G�� C��O-���i� <br /> rl <br /> AN ORDINAhICE of the City of Hverett, �C�ashington <br /> � establishing a n::w chapter of the Everett Municipal <br /> Code covering drainage and requiring a drainage plan <br /> 2 to be submittedin conjunction with certain applications <br /> for permits, specifying the contents thereof, requiring <br /> 3 surety and cash bonds and authorizing City assumption <br /> of drainage facilities. <br /> 4 <br /> 5 WHGREAS, an expanding population and increased development of land, <br /> � coupled with inadequate drainage controls, has led to drainage and runoff <br /> � � problems, and <br /> 8 \VHC•RCAS, tiiese .;rainage and runoff problems contribute to increased <br /> � sedimentation in the ponds, creeks, and streams, thereby degrading water <br /> 1C 4uality, and <br /> 11 WHEREAS, these drainage and runoff problems atso contribute to water <br /> IZ quality degradation th�ougli excessive discharge of nutrients, metals, oil <br /> 13 and grease, toxic materials, and other detrimenta! substances, and <br /> 14 WHBREAS, inadequate surface and subsurface drainage planning and <br /> 15 practices lead to erosion and properry damage, and risk to life, and <br /> IG WHEREAS, excess water runoff on streets and hignways poses a safety <br /> » hazard to both lives and property, and <br /> 18 �VHERGAS, the City Counci! fi��ds that future problems could be avoided <br /> I� if developers, both private and public, provide for adequate drainage of <br /> 2� their properry, now, therefore, <br /> 21 THE C(TY COUNCIL OF THC C[TY OF EVE2ETT, WASHINGTON, DOGS <br /> 22 02DAIN AS FOLLOWS: <br /> 23 There is hereby created a new Chapter of the Everett Municipal Code <br /> ?4 �EMC) entitled "Surface and Storm Drainage:' <br /> �5 Section 1: Pur oses <br /> 26 The City Council finds that this Chapter is necessary in order to promote <br /> 27 sound development guidelines and construction procedures which respect and <br /> z8 preserve the City's water courses; to minimize water quality degradation and <br /> 29 control the seclimentation of creel<s, streams, ponds, lal<es and other water <br /> 30 bodies; to protect property owners adjacent to developing and developed land <br /> 31 from increased runoff rates which could cai�se erosion of abutting properTy; <br /> 32 to protect downstream owners; to preserve and enhance ihe suitability of waters <br /> -1- <br />
