i�^,!TIGATION OF ADVERSE IMPACTS BY SEPA: <br /> 1. All soii activities on the site shall be in compliance with the Department of <br /> Ecology and Snohomish County H�alth District recommendations and <br /> procedures for handling of contaminated soils. (SEPA Earth, Land and <br /> Shoreline and Environmental Health Policies.) <br /> 2. An erosion/sediment control pian will be required to prevent the entry of any <br /> arsenic contaminated soils into the storm/sanitary sewer system during <br /> removal of these soils from the site. (SEPA Earth and Water Policies.) <br /> 3. A minimum cap of 12" of clean soil sfiould be placed over any contaminated <br /> accessible soil with average arsenic concentrations between 20 and 60 ppm, <br /> consistent with the Everett Smelter Site Integrated Final Cleanup ,4ction Plan <br /> and Final Environmental lmpact Statement for the Upland Area (FCAP/FEIS) <br /> dated November 19, 1999. (SEPA Earth, Land and Shoreline and <br /> Environmental Health P�licies.) <br /> 4. Dust suppression techniques should be used prior to visible dust occurring on <br /> the job site. Ambient air sampling should only be used to confirm that.the <br /> standard has not been violated. (SEPA Earth, Land and Shoreline and <br /> Environmental Health Policies.) <br /> 5. A health plan and site management plan must be subrtiitted to the Snohomish <br /> C�unty Health District, for their review, prior to construction on site. {SEF•'A <br /> Carth, Land and Shoreline and Environmental Health Policies.) <br /> 6. All lighting shall be installed and located so as to reduce potential glare <br /> impacts onto adjacent properties to the maximum extent possible. (SEPA <br /> Environmental Health Policies.) <br /> 7. Any grading/fill on this site shall be done so as to not impact the surrounding <br /> properties. (SEPA Earth, Land and Shoreline Use Policies.) <br /> The lead agency for this proposal has determined that it does not have a <br /> probable significant adverse impact on the environment. An Environmental <br /> Impact Statement is not required under RCW 43.21 C.030(2)(c). This <br /> determination assumes compliance with State law and City ordinances related to <br /> general environmentai protection including but not limited to right-of-way <br /> improvement requirements, drainage, etc. This decision was made after review <br /> of a completed environmental checklist and other information on file with the lead <br /> agency. This information is available to the public on request. This Mitigated <br /> Determination of Non-Significance is specifically conditioned on cornpliance with <br /> the conditions attached hereto which are incorporated by reference as if fully set <br /> forth herein. <br /> C 4) <br /> - --� -- <br />
