The facility would include 233 pazking stalls, 100 becis of detention, three courtrooms, and administrative space forjudges, clerks, probation officers, prosecuting attomeys, and educational and recreational facilities. The existing 35-bed detent�on facility would be demolished in phases while the new facility is constructed. A future expansion would involve constructing new office space on the east wiug ana conversion of planned clerk's space into a fourth courtroom. A Speciai Property Use (SPU) permit is required for this proposal. The City of Everett LanG Use Heazing Ex�uniner will make a decision on the SPU permit afrer holding a public hearing. Soils .vithin the study azea and on the subject site are known to contain azsenic. The Department of Ecology is in the process of preparing an action ptan to address reme,diation of arsenic contaminated soils within the smelter site study area. The action plan is expected to be finalized in late 1996 or eazly 1997, while the project is anticipated to ba under construction. The Applicar�t should consult with ihe Departme:nt of Ecology to ensure compliance with the action plan both during the review process nnd afrer i1.s adoption. 2.
