After due consideration of the testimony and evidence presented by the Applicant, testimony and evidence elicited during the public hearing, and as the result of the personal inspection of the subject property and surrounding areas by the Everett Hearing Examiner, the following findings of fact and conclusions constitute the basis of the decision of the Everett Hearing Examiner. FINDINGS OF FACT 1. The Applicant requested approval of a Special Property Use Permit for the development of land at 2801 - 10th Street, Everett, Washington. It is the inteni of the Applicant to demolish the existing Denney Youth Center and replace it with the construction of a 110,000 square foot, 100-bed juvenile justice facility. In addition, the Applicant requested expansion of a Non-Conforming Use Permit to allow the juvenile justice facility to be placed in the R-4, Multiple-Family High Density Zone. The Applicant also requests a modification of the landscaping requirements and a relief from the Class B landscaping standards that are an adjunct to the development of the subject property.
