The properties to north are zoned R-4 and are developed with multiple-family units. <br /> The property to the south is also zoned R-4 and is developed with a PUD substation <br /> and a city park. The property to the east is zoned R-2, Single-Family. The property <br /> to the west is zoned R�► and has multi uses including the Everett Multiservice <br /> Center, a mental health facility, a Department of Transportation equipment storage <br /> yard, and a commerciai retail buiiding. There is also an elementary school south of <br /> the subject property. (Tyler testimony, exhibit#1) <br /> 5. The existing Denney Youth Center, canstructed in the 1960's, has been a juvenile <br /> justice complex for approximately 30 years. At the complex, juvenile offenders are <br /> detained and adjudicated within the legal system. Education and counseling <br /> services are provided at the facility. The existing Denney Youth Center has 35 <br /> detention cells, one courtroom, and o�ce space for administrative staff, clerks, and <br /> probation officers. There are occasions when up to 50 juveniles are housed at the <br /> facility. The crowded sleeping quarters, along with the crowded courtrooms, <br /> necessitate a newfacility. (Tylertestimony) <br /> 6. On February 4, 1994, Proposition 6 was approved by the voters of Snohomish <br /> County. This proposition was for an increase in property tax levies to construct and <br /> equip a new juvenile justice facility. The proposition measure passed in Snohomish <br /> County, the City of Everett, and in the precinct in which the Denney Youth Center is <br /> located. (exhibit#1, Tyler testimony) <br /> 7. Admitted at the public hearing as exhibit#4 was a reduced copy of the site plan. A <br /> copy of this site plan is attached hereto and by this reference is hereby incorporated <br /> as part of these findings. (exhibit#4) <br /> S. As depicted on the site plan, the new facility will be constructed in a depression on <br /> the subject property and in the western portion of the site. The facility is proposed <br /> to be a two and one-half story, 110,000 square foot building that will have room for <br /> 100 beds, three courtrooms, administrative offices for judges, clerks, probation <br /> officers, prosecuting attorneys, and educational and recreational facilities. During <br /> the course of construction, the existing facility will be demolished. In addition to the <br /> new facility, the site will be developed with impervious surfaces for 233 parking <br /> stalls. (exhibit#4, exhibit#6) <br /> 9. In some zones in the City of Everett, governmental facilities are permitted subject to <br /> review for a Special Property Use Permit. Although these facilities are not allowed <br /> in an R-4 zone, the existing facility is a non-conforming use. The Applicant seeks <br /> an expansion of the non-conforming use and the approval of a Special Property Use <br /> Permit. (exhibit#1, Tyler testimony) <br /> 10. Pursuant to the State Environmental Policy A��t (SEPA), the City of Everett was <br /> designated as the lead agency for the review of environmental impacts of the <br /> proposed project.
