30. At the hearing testimony was received from the public. Included i� the public <br /> testimony was: <br /> Taya Countryman - The witness submitted a concern about the foot traffic and <br /> requested that the natural foot paths in the area be upgraded as part oF the <br /> development of the site. She also testified that a significant amount of traffic will be <br /> generated on 9th Street and that specific signage be developed to provide <br /> directions. The witness contended that the wali separating public parking and <br /> police parking should be painted with a mural and bacome an artistic asset of the <br /> community. <br /> Anne Robison - The witness submitted that she is the secretary of the Northeast <br /> Everett C��mmunity Organization. She expressed concern about traffic. She <br /> contended that the traffic routes must be altered in order to reduce any impact to the <br /> neighborhood. <br /> Viola Oursler -The witness submitted to be the chairman of th�� Northeast Everett <br /> Community Organization. She testified that the organization had unanimously voted <br /> to deny ti�e request and not to have "Lulu'�' in the Northeast E!ierett neighborhood. <br /> She submitted that the proposal should not be a "regional"facil�ty, if built, but <br /> should be restricted to serving only those from Snohomi�h County. She cantended <br /> that the proposed facility is much larger than the existing one arid that the residents <br /> are going to be teenage felons. She submitted that the facility v✓ill be extremely <br /> busy and will generate traffic. It will generally be disruptive to ttie neighborhood. <br /> CONCLUSIONS <br /> 1. The Applicant requested approval of a Special Property Use Perm�t for the <br /> development of land at 2801 - ?Oth Street, Everett, Washington. it is the intent of <br /> the Ap,�licant t� demolish the existing Denney Youth Center and replace it avith the <br /> construction of a 110,000 square foot, 100-bed juvenile justice facility. In addition, <br /> the Applicant requested expansion of a Non-Conforming Use PermEt to allow the <br /> juvenile justice facility to be placed in tha R-4, Multiple-Family High Qensity Zone. <br /> The Applicant also requests a modification of the landscaping requirements and a <br /> relief from the Class B landscaping standards that are an adjunct io the <br /> development of the subject property. (finding of fact#1) <br /> 2. The Hearing Examiner of the City of Everett has jurisdictional authority to hold a <br /> hearing and to issue the decision. That authority is set forth in EZC <br /> 2.23.120(1)(f)(h). (EZC2.23) <br /> 3. The Special Property Use Permit is required pursuant to the Use Standards Table <br /> for R-4 zones as set forth on page 13-04 of the EZC. Because the proposed facility <br /> is a government public structure located in an R-4, Multiple-Family High Density <br /> Zone, the Special Property Use Permit is required.
