Council President
Location Preceding Action Attachments Department(s) Approval
City of Everett Sewer Ordinance 2688-03, Proposed Ordinance. Legal
Service Area Budget Committee:
Oct 8, 2008
Amount Budgeted
Expenditure Required Account Number(s):
Budget Remaining
Additional Required
DETAILED SUMMARY STATEMENT:
This amendment would increase the funding assistance limit from $4,000 to $8,000 and extends this funding
opportunity to existing sewer customers that have non-conforming sewer connections. The original
Ordinance (No. 1561-89) established this funding assistance opportunity, with a maximum amount of
$4,000, in order to encourage retirement of existing septic systems. To date, that Ordinance has been
amended three times (Nos. 1816-91, 2084-95 and 2688-03) and the maximum funding amount has remained
unchanged. The proposed increase from $4,000 to $8,000 is approximately equivalent to the escalation of
utility construction costs since 1989. Increasing the maximum funding amount would restore the value of
this financial incentive as it was originally intended.
RECOMMENDATION(Exact action requested of Council):
Adopt an Ordinance amending Ordinance No. 1561-89, as amended by Ordinances No. 1816-91, 2084-95
and 2688-03, authorizing an increase of sewer utility funding to encourage installations of sanitary sewers in
unsewered areas of the City and establishing rates and charges related thereto.
15
C:\Documents and Settings\pcomish\Local Settings\Temporary Internet Files\OLK1ED\Ordinance amending 1561-89 and 2688-03 CC Agenda Cover Oct.DOC
