ii i� 1 ORDINANCE NO. l sG l- , AN ORDINANCE authorizing sewer utility funding to encourage installation of sanitary sewer in the unsevered areas of :1 ! the City and establishing rates and charges related thereto. 5 6 WHEREAS, the City Council of the City of Everett finds that there are 7 areas of the City which are not served by the Everett sewer system and which • 8 require sewer service for health, sanitation and Clean Water reasons and in 9 order to permit future improvement of undeveloped properties; and 10 WHEREAS, the City Council finds that, while the costs of sewer system ' 11 connection to unimproved properties should be primarily a property 12 development cost, there are City-wide health, sanitation and Clean Water 13 benefits in • providing financial support to existing single family or low 14 density multiple residence owners in order to connect residences on septic 15 j tanks to the Everett sewer system; 16 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 17 Section 1 : The Everett Sewer Utility is authorized toa “z, (9-0-0 P y -- 18 per parcel to encourage formation of Local Improvement Districts for the 19 sole purpose of or which include the construction of sanitary sewers. 20 Section 2: Bond area sewer connection charges and special sewer 21 connection charges for single family residences shall be waived for the 22 period of 12 months after the LID construction contract is accepted by the 23 City. Said waiver shall not apply to connections to multi-family or 24 commercial/industrial structures. 25 Section 3: A refunding surcharge of $/g.3 .7 per month for single • 26 family residences and $ /;3, 3_, per 900 cu. ft. of water usage per month 27 for metered customers shall be charged to sewer system customers in LID' s 28 receiving sewer system payments, as provided in Section 1 above, commencing 1.6 99 with connection to the Everett sewer system or pursuant to Ordinance :0 No. 1164-85 (EMC 14.08.250) . :11
