CITY OF EVERETT * •, <br /> PLANNING COMMISSION <br /> RESOLUTION NO. 08-14 <br /> A Resolution Recommending that City Council <br /> Approve the Riverside Historic Overlay Zone and <br /> Riverside Neighborhood Conservation Guidelines and Historic Overlay Standards <br /> WHEREAS, the Urban Design and Historic Preservation Element of the Comprehensive Plan <br /> encourages the establishment of Historic Overlay Districts and design guidelines to preserve <br /> distinct neighborhoods and districts; and <br /> WHEREAS, the Riverside Neighborhood requested the City adopt a Riverside Historic Overlay <br /> Zone to preserve the historic character of their neighborhood; and <br /> WHEREAS, the Mayor and City Council considered this request and directed staff to work with <br /> the Riverside Neighborhood to develop a proposal; and <br /> WHEREAS, Section 33 of the Everett Zoning Code City provides that the City may approve <br /> designation of an area as an historic overlay zone if it finds that: <br /> 1. The property proposed to be included in the overlay zone is listed on the Everett Register <br /> of Historic Places; or <br /> 2. The property is adjacent to property listed on the Everett Register of Historic Places and <br /> inclusion of the property in the overlay zone is necessary to protect historic properties and <br /> promote compatibility between buildings and developments; and <br /> WHEREAS, the Riverside Historic Committee researched properties in the Riverside <br /> Neighborhood, proposed boundaries for an overlay zone which includes two properties on the <br /> Everett Register of Historic Places and contains a high percentage of properties built before 1931 <br /> which retain their historic character, and proposed Riverside Neighborhood Conservation <br /> Guidelines and Historic Overlay Zone adapted from the City's existing historic overlay <br /> guidelines and standards; and <br /> WHEREAS, the Riverside Historic Committee and City staff presented their proposal to the <br /> Historical Commission at a public meeting on May 9, 2007, and received comments from the <br /> Commission; <br /> WHEREAS,the Riverside Historic Committee and City staff met with the Riverside <br /> Neighborhood at their monthly meetings on May 8, 2007, and April 8, 2008, to discuss the <br /> proposed overlay zone; and <br /> WHEREAS,the Historical Commission held a public meeting on September 10, 2008, for City <br /> staff and the Riverside Historic Committee to present and explain the proposed overlay to the <br /> public; and <br /> 1 <br />
