WHEREAS, a SEPA environmental review was completed for the proposed historic overlay zone and design guidelines and standards and a Final Determination of Non-Significance was issued for the zone, guidelines and standards; and WHEREAS, the Historical Commission held a public hearing on October 8, 2008, to consider the proposed Historic Overlay Zone boundaries and design guidelines and standards, received public comments and testimony, and recommended approval of the overlay and standards as proposed; and WHEREAS, on October 13, 2008, the Riverside Historical Committee represented by Steve Fox proposed changing the southern boundary of the overlay zone from California Street to Everett Avenue in response to public comments; and WHEREAS, the Planning Commission held a public hearing on October 21, 2008, to consider the proposed overlay zone boundaries and design guidelines and standards and received public comments and testimony; and WHEREAS,the Planning Commission finds the following: 1. The proposed rezone is consistent with the Comprehensive Plan; and 2. The proposed rezone bears a substantial relationship to the public, health, safety or welfare; and 3. The proposed rezone promotes the best long-term interests of the Everett community. NOW,THEREFORE, BE IT RESOLVED that the Planning Commission hereby recommends City Council adopt the Riverside Historic Overlay Zone Alternative 2 with a southern boundary at Everett Avenue and the Riverside Neighborhood Design Guidelines and Historic Overlay Standards as proposed.
