Planning Commission October 21, 2008 Pg. 4 <br /> Meeting Minutes <br /> Neighbors enjoy the architecture of their historic homes which he believes fosters old <br /> fashioned values. He felt that the historic overlay zone would help protect and maintain <br /> the historic character of the neighborhood. The historic character of the neighborhood is <br /> created primarily by the streetscape, the style of historic houses and how they are <br /> positioned on the lots. <br /> Mr. Fox stated that the overlay zone would allow him to make changes to his home but <br /> the changes would have to be consistent with the historic nature of the home and <br /> neighborhood; would allow him to make changes to the interior of his home; home color <br /> is a personal decision, however, historic muted colors are recommended; does not <br /> change what repairs and renovations can be made to the original structure without a <br /> building permit; a building permit is required to build or rebuild a structure to insure that <br /> all zoning code and overlay requirements are met; the standards do not address existing <br /> landscaping; the location and heights of fences are not changing, fences must meet <br /> zoning code standards —the guidelines prohibit new chain link fences in front yards; <br /> property taxes will not increase; and property values in overlay zones appreciate at the <br /> same rate as in other areas, however, the neighborhood is generally better maintained; <br /> does not affect qualification to homeowner financial assistance programs; deviation from <br /> the guidelines or demolition permits are subject to Historical Commission review; and <br /> doors and windows should match the character of the home. <br /> Citizen Comments <br /> 7:26:22 PM <br /> Gem McCurry-Hunter, 2518 Baker Avenue, stated that she moved to the area because <br /> of the community feel and beauty of the neighborhood. She would like to preserve the <br /> area — it is rare to have such a large concentration of well-maintained historic homes. <br /> She and her neighbors are working hard to restore their homes. <br /> 7:30:49 PM <br /> Nick Eckert, 2807 Victor Place, stated that he bought his home in 1996 which has some <br /> great architectural features. He showed slides of some renovations he made to his <br /> home since 1996. He would like the standards remanded for further review by the <br /> neighborhood because he felt that there was a considerable lack in input from the <br /> neighborhood. He and some neighbors have not been involved until they received <br /> notice of the Historical Commission meeting. He has been involved in a number of <br /> citizen committees. <br /> Mr. Eckert referred to the Broadway Mixed Use Zone Ordinance that was recently <br /> approved regarding language on an extensive public participation process. He read <br /> some similar language from the Riverside Historic Overlay Zone resolution. He did not <br /> feel that the Riverside Neighborhood Association had done a great job of getting the <br /> neighborhood involved in developing the standards and guidelines, and that City staff <br /> should have provided more public workshops to discuss the matter with the <br /> neighborhood similar to the process that was done for the Broadway Mixed Use Zone. <br /> In the notebook provided to Planning Commission, Mr. Eckert included the last 18 <br /> months of Riverside Neighborhood newsletters and it has only been six times that the <br /> neighborhood has mentioned the design guidelines or standards or any public <br />
