history. We are prepared to answer questions if they arise,but we will not be repeating <br /> that presentation. <br /> The concept for a historic overlay zone came from the neighborhood. The Riverside <br /> Neighborhood approached the city with a desire to have a historic overlay zone. They <br /> were responding to development pressures in the neighborhood which gave them concern <br /> about whether the neighborhood's character would remain as it is today. They desired <br /> the historic overlay zone to protect the existing historic character of the neighborhood. <br /> After the neighborhood came forward, the Mayor and City Council directed staff to work <br /> with the Riverside Historical Committee from the neighborhood on developing a <br /> proposal. The neighborhood committee and staff met with the Riverside Neighborhood <br /> at their regular monthly meeting to present the proposal. At the Historical Commission <br /> last month, staff and the neighborhood committee presented the proposal in depth. <br /> Following that meeting, the environmental review was completed, during which notice <br /> went out to property owners that information was available for review and comment. <br /> The meeting this evening is an opportunity for you to express your opinions and ask <br /> questions, and there will be another public hearing before Planning Commission on <br /> October 21St. City Council will make the final decision. <br /> Following the public hearing tonight, the Historical Commission has the responsibility to <br /> make a recommendation on the proposal to Planning Commission and City Council. City <br /> Council will hold another public hearing and make their decision sometime before the <br /> end of the year,but that meeting has not yet been scheduled. It will be advertised in the <br /> paper and notice will be mailed to property owners in the overlay and within 500 feet of <br /> the overlay, and to others who have asked to be on our mailing list. <br /> Sandra Alder: We will now have a time for public comment. I have lived in Riverside for 12 years. <br /> When I first bought my home, it had asbestos siding. I have redone the entire exterior of <br /> my house, rebuilt the front porch. To give you a little history, I was president of the <br /> Riverside Neighborhood Association 1996 to 1999. I am highly insulted by this process. <br /> Steve Fox and the committee went around with their clipboards but they didn't get out <br /> and talk to people. Don't behave in the shameful way this group has. Last month was <br /> supposed to be a workshop,but it wasn't. Also, even though you are just considering <br /> tonight whether to approve this concept to go to the next level, you have already <br /> scheduled the item for Planning Commission. <br /> I have talked to several real estate agents, and they say an overlay like this usually lowers <br /> property values. You say the houses in the neighborhood are wonderful, and they are. <br /> But the reality is that individuals who want neighborhood covenants should buy <br /> somewhere else. If a house burns down, the person who rebuilds won't have the same <br /> restrictions on them. Last month people gave examples of shining neighborhoods in <br /> Seattle. These neighborhoods are attractive because improvements were made by the city <br /> to improve the neighborhood and attract people to the neighborhood. <br /> 2 <br />
