guidelines are to help you; they are a tool to assist. If you live by someone and they add <br /> onto their home in a way that is out of character, the property value is affected. We had <br /> some written comments where people were concerned about additions. I hope they are <br /> here and understand that this does not limit additions. It preserves property value. <br /> You can change your windows,but the guidelines will help you so the windows you <br /> select, whether vinyl or wood or clad, will fit into the character of the home. So they <br /> look like they were always there. <br /> Sue Walsh: We have a draft resolution in our packets. I move the Historic <br /> Commission approve that resolution recommending the Planning Commission <br /> recommend, and City Council adopt the Riverside Historic Overlay Zone and <br /> Riverside Neighborhood Design Guidelines and Historic Overlay Standards as <br /> proposed. <br /> Dave Ramstad seconded the motion. <br /> Sue Walsh: I have made this motion because I think the area south of Everett Ave. is <br /> an appropriate buffer. <br /> Dave Ramstad: I see a lot of yellow south of Everett Avenue. The Riverside Historical <br /> Committee spent up to two years studying this area and the boundaries. They told us <br /> they worked with different boundaries as they developed their research. Even though <br /> driving by this area it doesn't appear to be cohesive, I respect the work that the <br /> neighborhood did and I am okay with the original proposed boundaries. <br /> Jim Staniford: If we approve the proposal as is, can the residents and property owners <br /> of the area south of Everett Ave. come back and ask to be removed from the overlay? <br /> Dave Koenig: They could, and they also can go to the Planning Commission and ask <br /> to be removed, and to City Council. <br /> Sandra Alder: For the record, I would like to read the findings from the proposed <br /> resolution: <br /> 1. The proposed rezone is consistent with the Comprehensive Plan; and <br /> 2. The proposed rezone bears a substantial relationship to the public health, safety or <br /> welfare; and <br /> 3. The propose rezone promotes to best long-term interests of the Everett <br /> community. <br /> Any more discussion? All in favor? <br /> The motion passed unanimously. <br /> 11 <br />
