The intent of the Riverside Neighborhood Historic Overlay Guidelines and Standards is to guide new <br /> development and modifications to existing buildings to be consistent with the historical character of the <br /> neighborhood. Design elements addressed include streetscapes,entries,massing, rooflines,height, <br /> setbacks,windows and doors,porches,exterior materials and detailing,vehicular access, garages, <br /> parking,and infill development in rear yards. <br /> 14. Transportation <br /> a. Identify public streets and highways serving the site,and describe proposed access <br /> to the existing street system. Show on site plans, if any. <br /> The historic overlay zone road network is primarily a grid system. The area is accessed <br /> from I-5 at the Everett Avenue exit. The city arterial that provides access is Everett Ave. <br /> SR 529 and Broadway Avenue also provide access from the north. <br /> Current zoning code standards require that vehicular access to specific sites be taken <br /> from alleys rather than streets when the site abuts an alley. <br /> b. Is site currently served by public transit? If not,what is the approximate distance <br /> to the nearest transit stop? <br /> The area is well served by public transit. Everett Station multi-modal facility is located <br /> south of the overlay zone. Everett Transit bus routes exist in and near the area, including <br /> Route 2(Harrison, Everett Ave., Hewitt Ave. and Rucker; Route 9(Broadway,Everett <br /> Ave., Rucker); Route 20(Walnut,Everett Ave, and Pacific). <br /> c. How many parking spaces would the completed project have? How many would <br /> the project eliminate? <br /> Parking requirements are consistent with the underlying Core Area Residential Standards: <br /> 1 infill unit- 1 parking space/unit <br /> 2+infill units- meet MF standards <br /> MF: 1 or fewer bedrooms- 1 parking space/unit <br /> MF: 2 or more bedrooms- 1-1/2 parking spaces/unit(1/2 spaces are rounded up) <br /> Single-family—2 spaces per unit <br /> d. Will the proposal require any new roads or streets, or improvements to existing <br /> roads or streets, not including driveways? If so, generally describe(indicate whether <br /> public or private). <br /> No new roads. Properties will be required to improve their frontages per City code. <br /> e. Will the project use(or occur in the immediate vicinity of)water, rail,or air <br /> transportation? If so,generally describe. <br /> Sounder and Amtrak rail services are provided at Everett Station. <br /> f. How many vehicular trips per day would be generated by-the completed project? If <br /> known, indicate when peak volumes would occur. <br /> Unknown. <br /> g. Proposed measures to reduce or control transportation impacts, if any: <br /> Locating high density development near areas served well by transit provides the <br /> potential for reducing vehicle trips. <br /> New development must pay traffic mitigation fees per EMC 18.40. <br /> 10 <br />
