y <br /> This agreement (the"Agreement") is made by and between the City of Everett, a <br /> municipal corporation of the State of Washington ("Everett"), and Snohomish County,a <br /> political subdivision of the State of Washington ("Snohomish County"). <br /> RECITALS <br /> Whereas,both Snohomish County and Everett regulate animals pursuant to their <br /> respective regulatory codes;and <br /> Whereas, Everett owns and operates an existing animal shelter located at 2732—36th <br /> Street (the "Existing Shelter") for the purposes of sheltering, caring for, and disposing of <br /> cats and dogs; and <br /> Whereas,with the exception of the private non-profit Northwest Organization for <br /> Animal Help,which accepts cats and dogs only from shelters and not directly from <br /> individuals, and the Progressive Animal Welfare Society,which does not have sufficient <br /> capacity to shelter all the dogs and cats in need of such services in Snohomish County, <br /> neither Snohomish County nor other cities or entities within Snohomish County own or <br /> operate facilities to shelter, care for,and dispose of cats and dogs;and <br /> Whereas, thousands of dogs and cats stray from home or become lost or abandoned <br /> every year in unincorporated Snohomish County;and <br /> Whereas,because there are no other available public shelter facilities within <br /> Snohomish County, many of these animals are brought by citizens and Snohomish County <br /> Animal Control officers to the Existing Shelter in an effort to reunite them with their <br /> owners; and <br /> Whereas, since at least 1984, Snohomish County has contracted with Everett to <br /> obtain animal shelter services at the Existing Shelter for animals from unincorporated <br /> Snohomish County; and <br /> Whereas, other cities and entities within Snohomish County also contract with <br /> Everett to obtain animal shelter services at the Existing Shelter as they do not have their <br /> own facilities;and <br /> Whereas, the Existing Shelter was designed and constructed to provide shelter <br /> services for Everett's animals;and <br /> Whereas, the Existing Shelter is nearing the end of its useful life; and <br /> ANIMAL SHEL1'J R CAPITAL FACILITIES AGREEMENT <br /> Page 1 of 19 <br /> �8 <br />
