PARTIES deem necessary to accurately and fairly estimate Trip Revenue. TRANSPORTATION PARTIES shall 3 <br /> provide to THE FEDERAL GOVERNMENT a mutually agreed upon survey instrument or other suitable means in <br /> which to collect the most current and accurate ridership and commute data possible. <br /> 4.1 I Federal Employee Pass Program Evaluation <br /> THE FEDERAL GOVERNMENT shall participate in any TRANSPORTATION PARTIES'evaluation of the <br /> Federal Employee Pass program,should such an evaluation be deemed necessary by any of the <br /> TRANSPORTATION PARTIES. Evaluation may be through such means as employee surveys,employee focus <br /> groups,and management interviews. TRANSPORTATION PARTIES shall provide THE FEDERAL <br /> GOVERNMENT at least thirty(30)days advance notice prior to beginning such an evaluation. <br /> 4.12 Vanpool Services <br /> The amount of the vanpool fare subsidy for each Eligible Employee shall be stated in Attachment A. If actual <br /> vanpool fares incurred by an Eligible Employee exceed the amount of the subsidy specified in Attachment A,the <br /> Eligible Employee will pay the difference directly to the vanpool bookkeeper. THE FEDERAL GOVERNMENT <br /> agrees that new vanpool formations will be assigned to the TRANSPORTATION PARTY where the primary driver <br /> resides,regardless of which TRANSPORTATION PARTY contacts or is contacted by the forming vanpool group. <br /> If the driver resides in a county outside those counties included in this Agreement,the vanpool assignment will be <br /> based on the primary drivers destination(worksite)county;provided,however, if the TRANSPORTATION PARTY <br /> which would receive the vanpool assignment does not have an available van,the forming vanpool group will be <br /> turned over by the TRANSPORTATION PARTY of residence to the TRANSPORTATION PARTY of destination <br /> if it has a van. <br /> If actual vanpool fare subsidy usage incurred by Eligible Employees exceeds the vanpool subsidy amounts collected <br /> from THE FEDERAL GOVERNMENT in the annual pass prices listed in Attachment A(Revenue Distribution By <br /> Transit Agency),the TRANSPORTATION PARTIES retain the right to invoice THE FEDERAL GOVERNMENT <br /> for the excess amounts of vanpool fare subsidy usage by Eligible Employees. THE FEDERAL GOVERNMENT <br /> agrees to pay the amount due for excess vanpool subsidy usage by Eligible employees,upon receipt of an invoice <br /> from KITSAP TRANSIT.Total subsidy per participant not to exceed$115 per month per pass. <br /> 4.13 Home Free Guarantee <br /> THE FEDERAL GOVERNMENT shall fulfill all conditions and responsibilities of the Home Free Guarantee <br /> program in accordance with the terms attached hereto and made part hereof as Attachment D. <br /> 4.14 Vanshare Services <br /> Eligible Employees can elect to participate in KING COUNTY's or PIERCE TRP&SIT's Vanshare programs. The <br /> amount of the Vanshare subsidy for each Eligible Employee will be stated in Attachment A. If actual vanpool fares <br /> incurred by an Eligible Employee exceed the amount of the subsidy specified in Attachment A,the Eligible <br /> Employee shall pay the difference directly to the vanpool bookkeeper. <br /> 5. TRANSPORTATION PARTIES RESPONSIBILITIES <br /> 5.1 Transportation Access <br /> TRANSPORTATION PARTIES shall allow each THE FEDERAL GOVERNMENT Eligible Employee displaying <br /> a valid Federal Employee Pass Card to ride on all parts of its regular route transportation system without additional <br /> charge,for trips up to the value printed on the card. TRANSPORTATION PARTIES reserve the right to request <br /> additional payment at the time the transit trip is taken,if the cost of a trip on any TRANSPORTATION PARTY's <br /> regular transit service exceeds the fare value printed on the Federal Employee Pass Card.Federal Employee Pass <br /> Cards are not valid on any Husky,Safeco Field,Pierce County Puyallup Fair,or other special event service. <br /> TRANSPORTATION PARTIES shall honor each Federal Employee Pass Card issued under this agreement up to <br /> the expiration date on the Card or until this agreement is otherwise terminated. <br /> 5.2 Federal Employee Pass Card Administration <br /> KING COUNTY's Designated Representative shall manage production,inventory and storage of cards to THE <br /> FEDERAL GOVERNMENT,and other administrative tasks related to the FlexPass Card under this agreement,other <br /> than those responsibilities stated as THE FEDERAL GOVERNMENT responsibilities in Section 4 and those tasks <br /> stated as KITSAP TRANSIT responsibilities in section 5.2.
