F'! <br /> tl <br /> Exhibit 1 — SCOPE OF WORK <br /> City of Everett Public Works Department — <br /> Year 2 Smith island/Union Slough Intertidal <br /> Mitigation Monitoring <br /> The Everett Public Works Department(EPWD) has asked [CF Jones& Stokes to prepare <br /> a scope of work and cost estimate associated with the monitoring of the 58-acre City of <br /> Everett mitigation portion of the 93 acre intertidal restoration project along Union <br /> Slough, east of the EWPD Water Pollution Control Facility(EWPCF). The mitigation <br /> project is a condition of permits issued by the U.S. Army Corps of Engineers Regulatory <br /> Section(Corps) and Washington Department of Ecology(Ecology) for the fill of 8.23 <br /> acres wetlands associated with the improvement of dikes protecting the EWPCF. EPWD <br /> improved existing dikes at specific locations along the Snohomish River and Union <br /> Slough to ensure adequate flood protection for the existing EWPCF to meet federal <br /> standards for disaster relief funds. <br /> A total of 21 acres of land within the 58-acre mitigation site would be used as mitigation <br /> specific to the dike maintenance project. The remaining acreage, 37 acres would be used <br /> as advance mitigation for future City of Everett projects or other project as agreed to by <br /> the City and the permitting agencies. <br /> The overall goal of the mitigation site is to restore intertidal flooding to diked freshwater <br /> wetlands and provide increased intertidal habitat for salmonid species. A monitoring <br /> program for the mitigation site was presented in the October 22, 2002 Wetland Mitigation <br /> Plan prepared for the Corps and Ecology in the permitting process (ICF Jones & Stokes <br /> 2002). The monitoring plan is to occur over a 10-year period, beginning the first growing <br /> season after breaching. Breaching of the Union Slough dike occurred in October 2007 to <br /> restore hydrological conditions to historically intertidal wetlands. <br /> The monitoring plan identifies specific actions that are to be taken throughout the 10-year <br /> monitoring period based on the monitoring plan as accepted by the Corps and Ecology for <br /> permitting purposes.
