EVERETT CITY COUNCIL AGENDA ITEM COVER SHEET
PROJECT TITLE:
8
Amendment No. 2 to the Consent COUNCIL BILL#
Professional Services X Action Originating Department Public Works
Agreement with RoseWater First Reading Contact Person Heather Griffin
GHD Engineering for the Second Reading Phone Number (425) 257-7206
Shore Avenue Stormwater Third Reading FOR AGENDA OF Dec 17, 2006
Outfall Improvement Project Public Hearing
Initialed by:
Department Head
CAA
Council President
Location Preceding Action Attachments Department(s)Approval
Shore Avenue 12/20/2006 Professional Amendment No. 2 Utilities
Services Agreement
Amount Budgeted $650,000
Expenditure Required $0 Account Number(s): UP 3118
Budget Remaining $539,046
Additional Required
DETAILED SUMMARY STATEMENT:
City surface water along the 3200 block of Shore Avenue collects into a temporary above-ground pipe. This
pipe drops over 100 feet down the steep slope to a ditch at the BNSF railroad tracks. Surface water flows
then cross under the tracks in a culvert and discharge to Possession Sound. This temporary above-ground
pipe was installed ten years ago to address erosion problems on the hillside above the BNSF railroad tracks.
The City entered into a Professional Services Agreement with RoseWater Engineering to evaluate and design
a permanent facility that utilizes an existing underground sewer pipeline for conveying surface water down
the hillside.
RoseWater has produced predesign plans and alternatives for City and BNSF consideration. Discussions
with BNSF have resulted in a preferred alternative; however, the timeline for the project has been extended
due to slow responses from BNSF with regard to culvert crossings under BNSF tracks. This amendment
extends the date of completion for the RoseWater Professional Services Agreement. Additionally, the
amendment changes their name to RoseWater GHD in response to a merger with GHD.
RECOMMENDATION:
Authorize the Mayor to sign Amendment No. 2 to the Professional Services Agreement with Rosewater
GHD for the Shore Avenue Outfall Improvement Project.
♦!J
