r <br />n <br />r <br />r <br />L <br />L <br />SAINT ,MARY MAGDALEN PARISH <br />VARIANCE <br />2. The zoning for the above describPri land is R-1, Single -Family Low Density <br />Residential. This designation is established in the Everett Zoning Code. <br />3. The current available parking for the school/church facility is approximately <br />200 joint parking spaces. This parking appears to be sufficient for the <br />activities at the facility. <br />4. Section 19.40 requires places of public assembly to provide one parking space <br />per 100 square feet of floor size. Using this formula, the school and church <br />would need 339 spaces based on the size of the school. <br />5. The Applicant has requested that the joint parking at the current level be <br />allowed to remain as it is adequate'and appears to be reasonable for the <br />services provided on the site. <br />6. In order for a Variance to be granted within the City of Everett, Washington, <br />the criteria established in Section 19.70.060 A do B must be met. <br />7. Extraordinary circumstances do apply to the subject property that would not <br />apply to other properties in the R-1, Single -Family Residential zone. <br />Included in the extraordinary circumstances is the fact that the school/church <br />facility has a need for greater parking than other properties in the R-1 zone. <br />8. The school/church facility, as it currently operates, has approximately 200 <br />joint parking spaces. According to the Planning Department's report, no <br />problems result from this activity. <br />9. The continuation of joint pP:king at the current level appears to be <br />reasonable in that the proposed project will not generate any additional <br />t off' k' <br />r is or par mg in the area. <br />The requested Variance is necessary for the preservation and enjoyment of <br />the subject property in that it is a community facility for educational and <br />religious purposes. <br />The granting of the requested Variance will not be materially detrimental of <br />the public welfare or injurious to property in the vicinity or the R-1 zone in <br />which it is located. <br />The granting of the <br />Comprehensive Plan. <br />The Planning Department of the City of Everett has recommended approval <br />of the Variance. <br />The Applicant testified to be in support of the granting of the Variance. <br />CONCLUSIONS <br />The application is for the approval of a variance from Section 19.40 of the <br />Everett Municipal Code for Off -Street Parking and Loading, in order to allow <br />joint usage of the church and school parking. The location of the subject <br />property is Saint Mary Magdalen Parish, 8717 Seventh Avenue, Everett, <br />Washington, and more particularly described as set forth in the introduction <br />of this document. <br />l <br />L <br />
