4. The required parking is 124 spaces; the applicant proposes <br />134. <br />5. Concern has been expressed by residents of the area on the <br />amount of traffic on 7th Avenue <br />6. Seventh Avenue is a designated arterial and serves as the <br />main north -south link for the area. <br />NOW, THEREFORE BE IT RESOLVED BY THE PLANNING COMMISSION <br />THE EVERETT CITY COUNCIL, that the Special Property Use Permit <br />e granced to the Free Methodist Church for the facility at 96th <br />7th Avenue S.E. with the following conditions: <br />1. That the facility be constructed according to the drawings <br />and site plan submitted. <br />2. That a detailed landscaping plan be developed for the <br />building and parking area. <br />3. That the project commence within two years. <br />4. That the screening and buffering effectiveness of the <br />existing vegetation be evaluated by the Planning Departmentl <br />and conveyed Lc the Planning Commission by January 1978. <br />Upon review of this report the Commission may requc--t a <br />review of the landscaping plan for the facility. <br />5. That any deviations from the approved site plans shall be <br />submitted for review by the Planning Commission and City <br />Council prior to the initiation of the project. <br />6. Failure to meet any of the stipulated conditions set torth <br />may result in a stop -work order or cancellation of the <br />Special Property Use Permit. <br />7.
