Ken Callahan, Building Dept. <br />Celia Strong, Engineering Dept , <br />September 7, 1978 <br />Drainage Problem (Tracy Gill) <br />L ! <br />TM UI EVERETT, EVE"ETT V:ASHIr,GTOb <br />Per phone conversation 9/6/78 with Tracy Gill (working as private consultant), <br />employed by Snohomish County Public Works Department as an Hydraulic Engineer), <br />it was learned that lie had also had conversations with Laurel Barnes, Ken <br />Callahan, John O'Connor, and perhaps other City employees. Mr. Gill accused <br />each of these employees and myself of giving him the "run around" and refusing <br />to answer his questions. <br />As I understand it, Mr. Gill wants to develop a site which lies North of and <br />adjacent to 607 S. Broadway: <br />VI <br />10 e y <br />I <br />P��R <br />SEP p 7 1979 <br />CITY OF EVERETT <br />Inspection peps <br />The development will require compliance with the City Drainage Ordinance. <br />Mr, Gill claims that the developer of the 607 S. Broadway site,to the South <br />relocated a natural drainage course during the construction of the 607 S. <br />Broadway development. He further claims that the relocation is adversely affecting <br />the Northerly property that is represented by Mr. Gill. <br />Mr. Gill acknowledges that the original site development of 607 S. Broadway was <br />commenced prior to the adoption of the Drainage Ordinance. <br />Mr. Gill claims that subsequent building permits issued at the same site should <br />make the entire development subject to compliance with the newly adopted Drainage <br />Ordinance. The result would be to "correct" the damage that Mr. Gill alleges <br />takes place on the property to the North. <br />Mr. Gill claims that if the property at 607 S. Broadway was not required to <br />comply with the Drainage Ordinance, then he, also, should not have to comply. <br />According to Mr. Gill, he has asked several City staff for a "Master Drainage <br />Plan" for the 607 S. Broadway site, and that he was referred to John O'Connor <br />from Building and to myself from John O'Connor for copies of these plans. I <br />explained to Mr. Gill that the site development at 607 S. Broadway preceded the <br />Drainage Ordinance and that no drainage plans were required. I, also, explained <br />
