4.2 O��r a five (5) year period following wedand construction and restoration. vegetation <br />and hydrology shall be monitored to detennine the success of the Final Revised Wetland <br />Mitigation Plan in meeting its goa!s and objectives. Specific measurable goals and <br />perCormance standards for both veeetation and hydrology in the wetland mitigation area <br />over the five (5) yt:ar mor.itoring. period indude: <br />lnvasive, exotic and undesirable species shall represent less than ten (10) percent coverage <br />in thc enhanced buffer and restored/created wedand a�ea. <br />Buffer and wedand plant coverane inciuding trees, shrubs and herbs shall be eighry (30) <br />percent at the end of tive {5) years. Plant survival shall be a minimum of eighty (80) <br />percent at the end of three (3) years. <br />After three (3) years the restored and created wedands shall exhibit hydric soils, <br />hydrophytic veeetation and re-establishment of wetland hydrolo;y. There should also he <br />minor ropographical or biological difference between d�e msr.ored and created wetland <br />areas. <br />4.3 Annual monitoring reports must be submitted to the d veloper and the Ciry of �verett's <br />Environmental Planner by November 15th. The monitoring reports will include <br />photographic documentation for each site vi�it, with phoro descriptions and plot-by-plot <br />analysis of the vegetation plots. The report will generalize the overall conditions and <br />address the effectiveness of die Mitigation Plan in meeting the performance standards. A <br />final report will be completed by Derember 15th of the final year and will indude a <br />summation ard final analysis. If at t• �t time, the performance stans�ards have not been <br />fully satisfied, but the moaitor belieoes that the sire is viable and �rowing and that the <br />standards will be i��zt, it should be noted The final ref�ort will :�e the determination of <br />whether the site is a success and whether the maintenance bond can be released. In <br />addition ro the monitoring program, a contingency pian shall be developed in the event of <br />ideutified mitigation shor'fall such as plant mortality or failum to attain planned <br />hydrologic regirr.�. An agreement between the applicant and the City of Everett shall be <br />reached before implementation of the contingency plan. The contingency plan shall <br />address corrective actions which will be implemented if the hydrologic and vegetative <br />goals are not met. <br />4.4 The Applicant shall provide a performance securiry bond in the amount of 300 percent of <br />the estimated cost of implementing the Final Wetland Mi[igation Plan. This bond is <br />payable to the Ciry of Everett in order to ensure that 1) all costs for construction, <br />monitorine. maintenance, and contineencies will be met durine the monitoring period; <br />and 2) contincency actions, including plant replacement, can be carried out over the five <br />year monitoring period. <br />The lead agency for this proposal has determined that it does not have a probable significant <br />adverse impact on dre environment. An Environmental Impact Statement is not required under <br />RCW 43.21C.0302(23)(c). This determination assumes compliance with State law a�d Ciry <br />ordinances related to general environmenta! protection includine but not limited to right-of- <br />way improvement requirements, drainaee, etc. This decision was made after review of a <br />completej environmental checktist and other information on tile wi[h the lead agency. This <br />in�ormatiun is available to the public on request. This Mitigated Determination of Non- <br />Significance is specifically conditioned on compliance with the conditions attached hereto <br />which are incorporated by reference as if fiilly set forth herein. <br />
