ORDINANCE NO. 3441-15 <br />AN ORDINANCE amending Ordinance No. 2971-07, which <br />h h th <br />vacated portions of 12 Street, 13 Street and 14 Street lying west <br />of West Marine View Drive at the Everett Marina. <br />WHEREAS, on February 14, 2007, the City of Everett adopted Ordinance No. 2971-07, <br />which vacated portions of 12th Street, 13� �' <br />Street and 14Street lying west of West Marine View <br />Drive at the Everett Marina; and <br />WHEREAS, Section 11 of Ordinance No. 2971-07 addressed preservation of view <br />corridors and specified that view corridors be maintained along the lengths and widths of the <br />th <br />vacated portions of 13 Street and 14 Street; and <br />WHEREAS, the Port of Everett has proposed a new redesigned Waterfront Place Central <br />Development Project (formerly known as the North Marina Redevelopment Project). The new <br />ffi <br />redesigned project includes maintaining quality open space and a view corridor along 14 Street, <br />th <br />and replacingthe 13 Street view corridor with other amenities. The -redesigned project provides <br />for an additional 3.27 acres of usable public space for a total of 12.68 acres, and includes a <br />children's natural play ground and interpretive area, a year around marine club house and <br />performance venue at the two -acre park connected to a trail system at the waters edge, festival <br />areas for markets and shows, and a more formal large ceremonial plaza with a water features, a <br />fisherman's wharf, several vistas and elevated trails; and all reserving the most precious water's <br />edge view and water access areas for the public; and <br />WHEREAS, an update to the view study conducted in 2005 shows that the new <br />redesigned Waterfront Place Central Development Project opens up several new views of the <br />water, and creates no more impact on bluff views than the 2005 approved plan. In addition, the <br />new project incorporated city -facing elements that improve it as part of the overall view of the <br />waterfront; and <br />WHEREAS, the Planning Commission conducted public workshops and public hearings <br />on the redesigned Waterfront Place Central Development Project, which among other elements of <br />
