Whereas,the completion of this pipeline must be undertaken immediately or the City may not <br /> be capable of managing fall and winter flows subjecting the City to potentially significant <br /> damages and costs; and <br /> Whereas,immediate action is required to respond to this situation to preserve the public health, <br /> to protect life, and to protect property; <br /> NOW, THEREFORE,be it resolved by the City Council of the City of Everett that an <br /> emergency exists with respect to the completion of the installation of the new effluent pipeline <br /> from the City's Water Pollution Control facility located east of I-5 to the west side of I-5. That <br /> the City of Everett Public Works Director or his designee is authorized to procure such services <br /> of contractors, engineers, and suppliers as are necessary to accomplish the installation of said <br /> pipeline. The Mayor is authorized to execute contracts for services and materials as are procured <br /> by the Public Works Director or his designee and on such terms as the Public Works Director <br /> and the Mayor deem appropriate to accomplish this end in a maximum authorized amount not to <br /> exceed Three Hundred Thousand Dollars ($300,000). That these may be procured without the <br /> necessity of the normal formal contract bidding and award process <br /> I .
