000011110 <br /> RESOLUTION NO. 4446 114111a1 <br /> A RESOLUTION Amending Emergency Resolution No. 4369 <br /> Providing Additional Authorization to the Public Works <br /> Department to Address Flood Damage <br /> WHEREAS, on January 2, 1997, the City Council adopted Resolution <br /> No. 4369 declaring an emergency to exist as a result of the 100- <br /> year storm event which occurred around the first of this year; <br /> and <br /> WHEREAS, due to the damage resulting from this storm event, the <br /> state and federal governments also declared this to be an <br /> emergency and continue to treat the required repair work as such; <br /> and <br /> WHEREAS, Resolution NO. 4369 authorized the Public Works Director <br /> to expend up to $100, 000 "to procure the materials and services <br /> necessary to resolve this problem; " and <br /> WHEREAS, these monies have been expended in initially responding <br /> to the damage caused by the storm event; and <br /> WHEREAS, it was determined that the City' s property did incur <br /> some significant damage that will be expensive to address; and <br /> WHEREAS, the City has undertaken a number of tasks in response to <br /> the damage caused by the storm event including: <br /> 1- City staff has responded to the immediate needs following the <br /> storm event and is proceeding with the permanent repairs to avoid <br /> further jeopardy to City property and resources; and <br /> 2- City officials and outside consultants have evaluated what <br /> additional permanent repairs are necessitated as a result of the <br /> damage caused by the storm event; and <br /> 3- Where required, the City has done preliminary engineering to <br /> determine the extent of the damage followed by preliminary design <br /> and final design for the repairs; and <br /> 4- As a result of the federal, state and City' s evaluation of the <br /> extensive damage to City' s property, the City has secured federal <br /> and state funding for the repairs; and <br /> WHEREAS, the above-described tasks undertaken by the City to <br /> address the damage caused by the storm event have intruded into <br /> the narrow window provided by this construction season to address <br />
