NOW, THEREFORE, BE IT RESOLVED that the Everett City Council declares its intent to <br /> rezone property located at 7627 Upper Ridge Road, as described in the attached legal description, <br /> which is attached hereto as Exhibit A, from R-1 to R-1(PRD), for the purpose of constructing 14 <br /> single-family detached dwellings, pursuant to the provisions of Section 41.160 of Ordinance <br /> 1671-89, as amended, and the conditions of this Resolution of Intent. Council shall, by <br /> ordinance, effect such rezone upon being advised that all of the following conditions and <br /> requirements contained in this Resolution have been met: <br /> 1. The site plan configuration for this PRD shall be as shown on the preliminary site plan on <br /> file with the Planning/Community Development Department. Any changes in the site plan <br /> configuration will require approval of the Planning and Public Works Departments. <br /> 2. Final Site Plan: A final development plan must be submitted to the Planning/Community <br /> Development Department that is in substantial compliance with the approved preliminary <br /> development plan and the conditions of approval as stated in the Resolution of Intent to <br /> Rezone. <br /> 3. Final Landscaping Plan: A final landscaping plan must be submitted to the <br /> Planning/Community Development Department for review and approval. The plans must <br /> address the following: <br /> a. A detailed final plan for the entire site showing width and location of all landscape <br /> buffers , streetscape, location of plant material, specific plan type, size, and quantity; <br /> b. Typical landscaping detail for each building plan showing front, rear, and side yard <br /> plantings; <br /> c. A detailed final plan of the landscaped entryways and identification signing; <br /> d. A detailed landscape plan for proposed wetponds which includes fencing and planting; <br /> and <br /> e. A minimum of 5 feet of Type III landscaping shall be provided along the north and <br /> south property lines adjacent to all structures and parking areas. A solid, site obscuring <br /> fence a minimum of five feet in height shall also be provided in these areas. <br /> 4. Building Design/Unit Type: Final building designs and unit type shall be reviewed by the <br /> Planning/Community Development Department and shall meet the following criteria: <br /> a. A maximum of 14 Single-Family Detached Dwellings may be provided; and <br /> b. Final Building plans must be consistent with Approved Final Site Plan. <br />
