NOW THEREFORE, BE IT RESOLVED THAT:
1. The City of Everett intends to work in a cooperative manner with the Action Team in
the development of the Biennial Work Plan to address water quality;
2. In order to do so, and to fulfill its responsibilities as mandated by state and federal
laws and regulations, the City must have adequate financial assistance from these
governments and must not be burdened by further "unfunded mandates";
3. To provide local flexibility and help cities like Everett to achieve water quality
protection goals, the City will be part of a coalition seeking legislation to provide for
locally-driven water basin planning and formally requests that the Puget Sound Water
Quality Action Team support this legislative effort and assist in its passage.
4. The City of Everett and other cities around the state would be helped greatly by a
scientifically-based data system to help address groundwater issues and other water
quality issues.
5. The City of Everett requests that the Puget Sound Water Quality Action Team commit
itself to ensuring that the needs of Snohomish County jurisdictions receive equal
treatment with the needs of King and Pierce County jurisdictions.
6. The City of Everett requests that the Action Team work to ensure maximum local
flexibility and control, avoid the imposition of"unfunded mandates," and continue the
constructive dialogue with local governments that it began with the August meeting in
Everett.
Councilperson Introducing y(ution
PASSED AND APPROVED this 9th day of October , 1996.
Z__,f, l(----"-------\ - -c<'--/''''. c---?,:e/ ;11K V: ' 2
Council resident
RM.WTRQAT(YJ 9/26/96) 2
