NOW THEREFORE, BE IT RESOLVED THAT: <br /> 1. The City of Everett intends to work in a cooperative manner with the Action Team in <br /> the development of the Biennial Work Plan to address water quality; <br /> 2. In order to do so, and to fulfill its responsibilities as mandated by state and federal <br /> laws and regulations, the City must have adequate financial assistance from these <br /> governments and must not be burdened by further "unfunded mandates"; <br /> 3. To provide local flexibility and help cities like Everett to achieve water quality <br /> protection goals, the City will be part of a coalition seeking legislation to provide for <br /> locally-driven water basin planning and formally requests that the Puget Sound Water <br /> Quality Action Team support this legislative effort and assist in its passage. <br /> 4. The City of Everett and other cities around the state would be helped greatly by a <br /> scientifically-based data system to help address groundwater issues and other water <br /> quality issues. <br /> 5. The City of Everett requests that the Puget Sound Water Quality Action Team commit <br /> itself to ensuring that the needs of Snohomish County jurisdictions receive equal <br /> treatment with the needs of King and Pierce County jurisdictions. <br /> 6.
