1p, , <br /> , ir"? <br /> RESOLUTION NO. 4291 <br /> A RESOLUTION in Consideration of the Downtown Everett Business <br /> Association (DEBA) Request to Utilize the Wall Street Building Parking <br /> Lot for a Downtown Block Party on August 24, 1996. <br /> WHEREAS, the City of Everett received a request from DEBA for a Block Party on June 10, <br /> 1996, to be held on Saturday, August 24, 1996, from 6:00 A.M. to 2:00 A.M. Sunday, August <br /> 25, 1996; and <br /> WHEREAS,DEBA has made a request to use the Wall Street Building parking lot for the Block <br /> Party; and <br /> WHEREAS,DEBA has requested approval to sell liquor during the Block Party; and <br /> WHEREAS, DEBA is planning on sponsoring music with live bands; and <br /> WHEREAS, City Council wishes to allow this event on a trial basis to determine if this type of <br /> activity shall be considered in the future. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br /> EVERETT: <br /> Pursuant to EMC 10.42.070, City Council finds that special circumstances exist which justify <br /> approving the request of DEBA to use the Wall Street Building parking lot from 6:00 A.M. <br /> Saturday, August 24, to 2:00 A.M. Sunday, August 25, for a Downtown Block Party, which shall <br /> be in operation from 2:00 p.m. through 10:00 p.m., and to sell liquor during said Block Party, <br /> with the following conditions: <br /> 1. Show proof of comprehensive general liability insurance coverage with combined single limits <br /> of not less than $2,000,000, naming the City of Everett as an additional insured. <br /> 2. Proof of possession of a liquor license issued by the Washington State Liquor Control Board <br /> for the anticipated Block Party activity. <br /> 3. DEBA agrees to have two Everett police officers present to patrol the Block Party, and <br /> agrees to reimburse the Everett Police Department for the cost of having these two police <br /> officers patrol the Block Party. <br /> 4. DEBA agrees to clean up the Wall Street Building parking lot and surrounding streets, and <br /> collect and remove garbage from the parking lot and surrounding public areas within 100 feet <br /> of the event site within twelve hours of completion of the event, and agrees to reimburse the <br />
