*/%/I <br /> RESOLUTION NO. 4281 <br /> A RESOLUTION authorizing the application for funding assistance for an outdoor <br /> recreation project to the Interagency Committee for Outdoor Recreation (IAC) <br /> WHEREAS, the City Council of Everett has recognized the need for the development of a <br /> community park and trail in the urban area commonly known as"Narbeck Park"; and <br /> WHEREAS, it is the intent of the Snohomish County Council to purchase and dedicate land to <br /> the City of Everett for the development of a community park in the urban city limits of Everett <br /> commonly known as"Narbeck Park"; and <br /> WHEREAS, under the provisions of the Washington Wildlife Recreation Program, State and <br /> Federal funding assistance has been authorized and made available to aid in financing the cost of <br /> construction of outdoor recreation facilities by local public bodies; and <br /> WHEREAS,the City Council of Everett in partnership with the Snohomish County Council . and <br /> the neighboring corporate partners of John Fluke, Boeing, and the Snohomish County PUD <br /> considers it in the best public interest to develop a community park and trail in the northern part <br /> of the county generally located north of 75th Avenue S. W. and east of Seaway Boulevard in the <br /> City of Everett; and <br /> WHEREAS,the City of Everett is recognized by the State Interagency for Outdoor Recreation as <br /> the principle agency for the development of a community park in the City of Everett urban area <br /> under the 1992 -97 Parks and Recreation Comprehensive Plan; <br /> NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Everett declares that: <br /> 1. The Council supports the City of Everett's application for IAC funding for this project; <br /> 2. Any funding assistance received shall be used for the development of Narbeck Swamp Park <br /> and Trail, an area comprising approximately 21 acres of land and 19 acres of open water <br /> located in Southwest Everett; <br /> 3. Grant moneys received from IAC shall be transferred to Snohomish County for development <br /> of the Narbeck Park Project. This is a joint project with Snohomish County,who has agreed <br /> to provide matching funds for the City/County share (City share- $0; County share- <br /> $420,000; IAC grant- $300,000)of the project in accordance with a separate Interlocal <br /> Agreement; <br /> w:\projects\i acgenl\iacnbeck.doc <br />
