The City hereby certifies that the City is responsible for all non-cash commitments to the <br /> local share (for example, volunteered time and in-kind donations) should they not <br /> materialize; <br /> 5. Any facility development with financial aid through the IAC shall be placed in use as an <br /> outdoor recreation facility or habitat conservation area and be retained in such use in <br /> perpetuity unless as otherwise provided and agreed to by the City council, the IAC, and any <br /> affected federal agency; <br /> 6. This resolution become part of a formal application to the IAC; <br /> 7. Adequate notification be given to the public and the opportunity provided for public input on <br /> wetlands and floodplains; <br /> 8.
