NOW,THEREFORE,BE IT RESOLVED BY THE EVERETT CITY COUNCIL: <br /> 1)That the RTA revised phase one draft plan be amended to include the following: <br /> a)That the RTA establish a maximum three year timeframe after the vote on the phase one plan <br /> to secure funding partnership agreements which would reduce the projected capital cost per <br /> boarding over that which is identified in the draft phase one plan. <br /> b)That agreements with the BNSF Railroad include provisions for repaying to the RTA the <br /> unamortized value of capital improvements made to the BNSF infrastructure if north corridor <br /> commuter rail operations are terminated subsequent to its implementation. <br /> c)That the projected operating/maintenance costs for north corridor commuter rail be further <br /> analyzed for cost efficiencies which would help to reduce the ongoing subsidy per customer trip <br /> and passenger mile to an amount approximate to that of the regional bus service. <br /> d)That at the end of the three year maximum timeframe, the RTA Board review with the City <br /> the appropriateness of implementing commuter rail service into Everett based on its projected <br /> cost effectiveness, implementation impacts and contractual funding partnership obligations. <br /> e) If commuter rail service is implemented, it must come into the City of Everett and any cost <br /> savings over the final phase one plan will be allocated on a pro-rata basis to the City of Everett <br /> for additional high capacity transit improvements listed in priority order below: <br /> PROJECTS COST(in millions) <br /> HOV Direct Access - Southbound at 41st St/I-5 $ 6 <br /> HOV Direct Access- Southbound On/Northbound Off at Pacific Avenue 12 <br /> 1-5 Bus Route Extension to the Everett Community College 2.5 <br /> Initiate I-5 Bus Service one year earlier 1 <br /> Initiate SR 99 Bus Service one year earlier .8 <br /> Initiate SR 527 Bus Service one year earlier .5 <br /> Implement HOV treatments on selected arterials in support of RTA 5 <br /> sponsored bus service(e.g. signalization, striping, channelization) <br /> on Evergreen Way, SR 99, Rucker Ave, Everett Mall Way, <br /> 19th Ave SE and Broadway <br /> f)That the implementation of north corridor commuter rail service require the establishment of <br /> performance objectives based, at a minimum, on its ongoing operating and maintanence costs. <br /> g)That the performance objectives also include ridership as a criterion. In conjunction with(f) <br /> above,this information will be utilized to evaluate the progress, or lack thereof, regarding <br /> commuter rail's ability to reach its performance objectives on an annual basis. <br /> h) If commuter rail service is discontinued after a period of operations,the unamortized capital <br /> cost and unexpended operating funds will be re-allocated back to Everett on a pro-rata basis to <br /> for other high capacity transit projects based on the priority(as applicable) listed in (i)below. <br />
