Ideally,FBS would Gke to becomc a Zem Dischargo Facility as classificd by thc smte Depertment of Ecology(DOE)tmder the Nationei Pollution Dischazge Elimua,ion System(NPDES). As e Zero Disc6arge Facility, no srormwater would normally be released direcdy to state waters from operational sreas of the facility. To obtain a Zcco Dischnrge cla�vification,the most wst effective solution is to hevc FBS dischargc stoanwater to t6e City of Everett's combined sWrm end senitery sewer system. Since FHS is a tenent of the Port of Everett,the Port of Everett has agreed to let rBS utili�e the of2=peak rspacity essocieted with the PorYs existing similar lio-in for stocmweler at the Port Gardner Landing. .As a conSitioo of the Port's original tie-in,ihe Port has a sig�uficant financial participation in the capacity improvements being planned for the City's Lift Starion Number 7. Concent Of primary concem to the City of Everett is that eny discharge to the combined sewer system from�BS nol increase the occiurence of Combined Sewer OverIIow(('SO)evrntv that would othenvise occur.
