r
.r
Mr. Dan Mathias
 City of Everett Public Works
July 7, 1997
File No. 21-97-009-001-01
Page 2 '
2. The dischazge from the Port Gazdner Landing connection and the FBS connection
will not exceed a combined total of 2.4 cubic feet per second at any time.
3. Telemetry will be installed at FBS to detect large storm events and stop dischazge to
the combined sewer system during such events.
4. Telemetry will be extended to the City's Lift Station 7 to indicate when FBS is
discharging stoanwater to the City's system, and automatically stop any dischazge
from FBS during high-flow or inadequate pumping conditions at the Iift station.
This telemetry may be triggered by Lift Station 7's fluid elevation in the wet well,
start-up of secondary pumps, or other rneans acceptable to the City.
5. Remote-stop switches will be installed at Lift Station 7 so the City may remotely
stop discharge from FBS during mainienance or emergency situations.
6. Calculations will be presented to the City for approval that detail the design storm
event(s), on-site storage capacity, range of dischazge flows, and telemetry control
elements
7. FBS has City agreement to connect this stormwater system the existing 10-inch
sanitary sewer on the site, provided the sanitary pipe is adequately sized for the
anticipated flows and an industrial pre-treatment permit is obtained from the City.
Jeff Kerwin is the contact person a+.257-8241.
8. An agreement will be reached between the City and F$S allowing the City to access
the FBS stormvTter discharge system at any time to manually stop flows during any
emergency con,tion.
4. FBS may not proceed with construction of the system until all permits have been
issued and a detailed design has been approved by the City that addresses all
concems expressed at the June 12, 1997, meeting and in this letter. No discharge to
the sewer system will be allowed until the City completes the upgrade of Lift
Station 7. The Lift Station 7 upgrade i s currently planned to be completed in fall,
1998. This provision will not preclude minimal stermwater discharges necessary
during construction to verify proper functioning of the system. These minimal
discharges will be fully-coordinated and authorized by City staff and occur only in
dry weather.
