As discussed at that <br /> meeting, this lette: follows up our conversations and formalizes the conceptual stormwater <br /> system for FBS. <br /> Background <br /> FBS would like to pave a poRion of its existing unpaved work azea. Stormwater&om this <br /> area currently percolates down through the surface. Paving the azea will require creation of <br /> a stormwater collection system. Ideally, FBS would like to become a Zero Dischazge <br /> Facility as classified by the state Department of Ecology (DOE) under the National Pollution <br /> Dischazge Elimination System (NPDES). As a Zero Dischazge Facility, no stormwater <br /> would normally be released directly to state waters from uperational areas of the facility. To <br /> obtain a Zero Dischazge classification, the most cost-effective solution is to have FBS <br /> dischazge stormwater to the City's comhined storm and sanitary sewer system. Since FBS is <br /> a tenant of the Pe:+, oi Everett, the Port of Everett has agreed to let FBS utilize the off-peak <br /> capacity associated with its existin� similar tie-in for stormwater at the Port Gazdner <br /> Landing. As a condition of the its original tie-in, the Port of Everett has a significant <br /> financial participation in the capacity improvements being planned for the City's Lift <br /> Station 7. <br /> Concent <br /> Of primary concern to the City is that any dischr.rge [o the combined sewer system from <br /> FBS not increase the occurrence of Combined Sewer Overflow(CSO) events that would <br /> otherwise occur. To this end, several features will be included in the stormwater system, <br /> subject to review and approval by the City. <br /> 1. FBS wilt provide on-site storage of stormwater and dischazge to the combined sewer <br /> that will be regulated as to quantity and timing. <br />
