The boat wash will <br /> consist of a two-bay on grade wash down slab, a 3,000 gallon collection sump, a water <br /> recirculation system, a batch pre-treatment plant, a filter press for de-watering sludge, and <br /> an 8,OG0 square foot metal equipment building. <br /> The proposal is located within Section 18, Township 29N, Range SE W.M. on 14th Street <br /> just west of West Marine View Drive. The site is zoned M-S, Maritime Services. Boat <br /> cleaning is a pennitted use in the M-S zone. <br /> Since the proposed pro}ect is within 200 feet of the Snohomish River and over $2,500 ir� <br /> value, the project is subject to the City of Everett Shoreline rfaster Program per E.M.C. <br /> 20.12.060. The Shoreline Master Program designates the site as Urban Environment - <br /> developed and redeveloping (See Exhibit 2). Tlie proposeci improvement - Ports/Water- <br /> Related Industry - is permitted in the Urban Environment. (°�ee Exhibit 3). <br /> The Shoreline permit process requires the proposed project to compiy with the "General <br /> Regulation of Use Activities" (See Exhibit 4) and the speciFic regulations of the Shoreline <br /> Master Program. The proposal must meet the sper,ific regulations that apply to <br /> Ports/Water-Related Industry. (See Exhibit 5). <br /> The purpose of tlie boat wash facility is to collect, contain, and treat pressure wash water <br /> eRluent. The primary environmental benefit is to eliminate discharge of potentially <br /> contaminated wast water efiluent into Marina waters and near shore sediments. This <br /> proposal is a requirement of the Port's existing NPDES Boatyard General Permit. <br /> DECISION: The Planning Director approvcs the Shoreline Substantial DevelopmPnt <br /> Permit. The following conditions will assure compliance with the general and specific <br /> regulations of the City of Everett Shoreline Master Program znd Zoning Code. <br /> __� <br />
