Environmental Issues - Examination of the project through the SEPA process and a <br /> determination of whether the proposed Binding Site Pian, site plan and other application <br /> information complies with the city's SEPA Ordinance, zoning code and comprehensive <br /> plan polic:ies. <br /> Findina: A Mitigated DNS No. 43-96 was issued for this proposal. The Responsible <br /> Official determined that the proposal would not have a significant adverse impact on the <br /> environment. Please see additional findings concerning wetland in Item 3 of this <br /> decision. <br /> Conclusion: All State Environmental Policy Act requirements and zoning provisions <br /> related to environmental protection have been met. <br /> 6. Phasing Plan - In lieu of requiring the completion of all pubiic/private improvements for <br /> the entire site prior to occupancy of any structure on the site, the city may approve a <br /> phesing plan. <br /> Findina• The appiicant has not proposed to install public/private improvements in <br /> phases. <br /> Conclusion� A phasing plan is not required for this proposal. <br /> � <br /> NOW, THEREFORE, the City of Everett hereby GRANTS PRELIMINARY APPROVAL for <br /> Binding Site Plan #6-96 with the following conditions: <br /> 1. A Public Works Permit is rPquired for this project. Detailed drawings in accordance with <br /> City Design and Construction Standards shall be submitted to the Public Works <br /> Departrnent, showing site parking layout, landscaping, utilities, storm drainage, <br /> temporary construction erosion control, and all required improvements in the public <br /> right-of-way. Public Works Department approval of these drawings is required prior to <br /> any permits being issued. All improvements shall be compieted and approved i <br /> warranted before finai approval is granted. <br /> 2. A fire hydrant is required within 200 driving feet but not closer than 50 feet of every <br /> structure. <br /> 3. As-builts of storm sewer, sanitary sewer, and water systems will be required to be <br /> submitted per City Design and Construction Standards and Specifications for <br /> Development. <br /> 4. All exposed ground must be reseeded within 30 days of the completion of construction. <br /> If reseeding is not practicai due to weather or seasonal problems, the ground must be <br /> covered with mulch as directed by the City Engineer. <br /> 5.
