6. An easement must be granted to the City for access to the regional detention pond over <br /> the parking lot aisles. <br /> 7. The water main that is stubbed to the south property lina of the site must be looped <br /> through the project and connected to the 16th Avenue SE main. <br /> 8. The binding site plan and storm drainage plans must indicate which IoYs owner will be <br /> responsible for future maintenance of the common storm drainage facilities, including <br /> the vegetated swale. <br /> 9. Parking must be per City Zoning Code and City Design and Construction Standards and <br /> Specifications. For the 59 units proposed, a minimum of 89 parking stalls is required. <br /> The applicant requested a variance from this requirement--this request will be <br /> addressed in the preliminary decision for the binding site plan. <br /> 10. Based uron 32,971 square feet of Type V-N, sprinklered construction, the fire flow <br /> requirement is 1,625 GPM. <br /> 11. A fire hydrant is required within 200 driving feet, but not cioser than 50 feet, of every <br /> structure. An additional hydrant must be installed. The location of the hydrant must be <br /> approved by the Fire Marshal. <br /> 12. A note must be placed on the Binding Site Plan stating: "The site shall be developed <br /> per the Site Plan on record with the City of Everett Planning a�d Community <br /> Development Department(Exhi�it A, BSP#6-96), and with all conditions on the <br /> SEPA MDNS #43-96." <br /> 13. The applicant must provide acceptable Declaration of Joint Easement, Covenants and <br /> Restrictions for use and maintenance of Common areas. The common area shall be all <br /> areas not covered by buildings. A note must be placed on the Final Binding Site Plan <br /> Map stating: "Common area agreements for use and maintenance of access, <br /> circulation, parking, utilities, and landscaping is recorded under Auditor's File#_" <br /> SITE PLAN REQUIREMENTS FROM SEPA MDNS #43-96 DATED AUG. 30, 1996: <br /> 1. Any grading/fili on this site shall be done so as to not impact the surrounding propeRies. <br /> (SEPA Earth, Land and Shoreline Use Policies) <br /> 2. Prior to issuance of any permits, the Applicant must pay a mitigation fee of$22,080.00 <br /> per the Interim Tra�c Mitigation Ordir,ance No. 1670-89, as amended. (SEPA <br /> Transportation Policies) <br /> 3. This project must compiy with the current City of Everett Building Code and Sprinkler <br /> Ordinance. <br /> 4. Special charges for connection to the sewer and v�ater systems in accordance with <br /> Ordir:ance 1998-94 and subsequ>nt revision are applicable. These charges are based <br /> on projected water usage and car be substantial. Applicant is encouraged to obtain a <br /> copy of the Ordinance and determine estimated charges prior to building permit <br /> application. The actual charges shall be computed by the Public Works Department per <br /> 6 <br /> 1 <br />
