All requirements are preliminary in nature, and are based upon the preliminary site i plan and the ordinances in effect at time of submittal for SEPA review. The proposal must comply with all ordinances in effect at the tim� a �omplete building permit application is filed, including those not specifically set farth herein. (Exception: For vesting under the Zoning Code, please refer to Section 44 oF the Zoning Code). Detailed drawings in accordance with City Design and Construction Standards shall be I submitted to the Public Works Departmei:t showing site parking layout, landscaping, � utilities, storm drainage, temporary construction erosion control, and all required improvemen:s in the public right-of-way. Public Wari;s Gepartment approval of these drawings is required prior to any permits being ,ssued. All improvements shall be completed, approved, and warranted before Occupancy pertnits are issu=d. 2. City streets are to be kept clear of dirt and debns at sll times during cnnstruction. Dust I suppression and streat cleaning must occur as directed by the Public Works Inspector. 3. Pertnits must be obtained for all fill removed from the site and placed within the City limits. 4. P ny broken or damaged sidewalk shall be repaired/replaced per the City Public Worics Inspector. 5. Special charges for connection to the sewer and water systems in accordance with Ordinance 1171-85 and subsequent revision are applicable. These charges are based I on projected water usage and can be substar�t?al. The applicant is encouraged to obiain a copy of the Ordinance and detertnine estimatEd cP�arges prior to building permit application. The actual cost shall be computed by the Public Works Deparfinent per the I ordinance in effect at the time and according to the information provided on the li approved plans on the date of pertnit issuance. 6. The utility connection charge that is collected from all building permit applicants at the time of building pertnit issuance will be increased by approximately 50% effective July 13, 1994. The charge will again be increased by 50% effective January 13, 1995. To avoid the higher utility connection charge a complete building permit application (including appropriate civil construction plans stamped by a licensed engineer) must be filed with the City's Public Worics Dep2rtment prior to the effective date of the increase. 7. A one-year guarantee is required on the public improvements for an amount not less than 10% of the cost of construction and shall run for one year from the date of issuance of the first Occupancy Permit for the project. 8. On-site watertnain will be staked within an easement to the City. The easercient will be submitted to the City prior to the issuance of permits. 9. As-builts of storm sev�er, sanitary sewer, and water systems will be required to be submitted per City design and construction standards and specifications. 10. Many residents of the complex will own bicycles. In order to accommodate the needs of bicycies, covered and secured storage areas are encouraged to be provided. Potential a
