June 17, 2015 <br />The regular meeting of the Everett City Council was called to order at 6:30 <br />p.m., June 17, 2015 in the City Council Chambers of the William E. Moore <br />Historic City Hall, Council President Bader presiding. Upon roll call it was <br />found that Mayor Stephanson and Council Members Roberts, Moore, <br />Murphy, Gipson, Bader, Stonecipher and Tuohy were present. <br />Council Member Murphy led the Pledge of Allegiance. <br />The minutes of the June 10, 2015 City Council meeting were approved as <br />printed. Council Member Moore and Murphy abstained from the vote. <br />EXECUTIVE SESSION <br />The City Council meeting recessed for an executive session at 6:31 p.m. <br />to discuss a legal matter pursuant to RCW 42.30.110(1)(i,c). The session <br />was anticipated to last approximately 20 minutes. At 6:51 p.m., Council <br />President Bader announced that the executive session would be extended <br />for a time not to exceed 15 minutes. The city council meeting reconvened <br />at 7:09 p.m. <br />MAYOR <br />Mayor Stephanson asked David Hall, Deputy City Attorney, to describe <br />the activities taking place in the vicinity of Smith Street, and possible steps <br />the city of Everett could take to alleviate the problems. <br />David Hall, Deputy City Attorney, stated that the city of Everett's action <br />plan for the area is not an implementation of the Street Initiative Task <br />Force's recommendations. He expressed that criminal activity has <br />increased in the area, and that it has become unsanitary and unhealthy <br />due to feces and garbage piling up, which has caused a rat infestation. <br />He spoke about increasing the city's police presence in the area to help <br />with social service outreach; implementing a pre -charge diversion <br />program to make social service agencies, a public defender, and a <br />prosecutor available to offenders as an alternative to the criminal justice <br />system; contracting with an imbedded social worker; and establishing a <br />work crew, etc. <br />175 <br />
