Determination of Significance and <br /> • Request for Comments on Scope of EIS <br /> Everett Riverfront Master Plan and Redevelopment <br /> (REZ06-003, EIS06-002) <br /> Introduction: For more than a decade,the City of Everett has been working on the cleanup, <br /> environmental conservation,public shoreline access and redevelopment planning for several <br /> properties currently owned by the City on the Snohomish River. The area includes the sites <br /> commonly known as the former Everett Landfill/Tire Fire site and the former Simpson site. As a <br /> result of these planning and preliminary actions,the City Council concluded it would best <br /> implement the Comprehensive Plan and Shoreline Master Program by seeking to have all of its <br /> Riverfront properties developed by one entity based on a Planned Development Overlay master <br /> plan to be reviewed through the City's public land use process. The City plans to sell the <br /> properties to a private developer, OliverMcMillan, who will redevelop the properties. The City <br /> may construct some of the public improvements on the site. This scoping notice describes the <br /> proposed content of an environmental impact statement on the planned redevelopment of these <br /> properties. <br /> Description of Proposal: The proposal is redevelopment of an approximately 211 acre site <br /> along the Everett Snohomish Riverfront. The proposal includes reuse, shoreline and habitat <br /> restoration, and rehabilitation of mostly former industrial sites (a portion of the proposed <br /> development is located on a site that was previously used as a landfill). The proposed master <br /> plan for the project includes the construction of up to 1,200,000 sf of mixed commercial uses; <br /> 150,000 sf of hotel space; and up to 1,500 residential units. The ultimate mix of uses constructed <br /> will be determined by market demand and the land use capacity of the site (type, location, and <br /> size of uses and structures, and infrastructure capacity). A development concept is shown in <br /> Figure 1. Alternative site plans will be developed and included in the Draft EIS. <br /> Implementation of the redevelopment will require a number of land use actions/governmental <br /> approvals. The proposed actions include adoption of appropriate zoning amendments, including <br /> approval of a Planned Development Overlay Zone with a master plan and Development <br /> Agreement by the Planning Commission and City Council. The Planned Development Overlay <br /> Zone and Development Agreement will include a conceptual master plan, development footprint, <br /> permitted uses, zoning and design standards, required improvements, mitigation conditions, and <br /> other development requirements such as required timing/phasing of public and private <br /> improvements. The Development Agreement will include processes for amending the plan, <br /> including criteria for what constitutes major(new public hearings)and minor(planning director <br /> approval) amendments. The proposal includes Shoreline Substantial Development and other <br /> local, state, and federal permits for construction of the project; various real property and street <br /> vacation actions by the City;public works and public amenities improvements and permits; and • <br /> related agreements and authorizations to implement the project. <br /> 1 <br />
